The students in this program are considered beginners on their journey to learn the English language. Some students may have studied English in the past or may still be getting started in learning.

Students at the levels listed below are eligible to apply for the program:
- CFR (Common Framework of Reference) levels A1.1 to A2.1
- CLB (Canadian Language Benchmark) levels 1 to 4
